Provincial Councils were established as per the article 154a of the 13th amendment to the constitution of the Democratic Socialist Republic of Sri Lanka of 1978.

The Parliament has approved the Provincial Council Act no 42 of 1987 in order to maintain the works of those provincial councils. According to the 154e provision of the 13th amendment to the constitution, provisions have been made as to how the cabinet is to be conducted by the Provincial Chief Minister and the other four Ministers.

Hence this ministry functions as The Chief Ministry and Provincial Ministry of Finance & Planning, Law & Order, Local Government and Provincial Administration, Manpower, Education and Cultural Affairs, Tourism, Land, Trade and Commerce, Food Supplies and Distribution, Investment Coordination and Portfolios which are not taken under any other Ministries.

Secretary's Message

The Central Provincial Council which was established under the Provincial Council Act No. 43 of 1987 as per the 13th Amendment to the Constitution of the Democratic Socialist Republic of Sri Lanka, consists of 36 Divisional Secretariats within the three Administrative Districts of Kandy, Nuwara Eliya and Matale.

Currently about 53, 000 employees are employed under 29 institutions belonging to five Provincial Ministries to carry out the duties assigned to the provincial council. Our mission is to provide prompt services to people through a participatory development approach. Thus we are working in line with the national policy framework of His Excellency the President, especially on building a fine prosperous village.

The Governor of Central Province, Hon. Lalith U. Gamage has already launched a mechanism to provide immediate solutions for people's problems in order to create a people friendly public service. Thus, all the works have been planned according to the Provincial Council’s Strategic Development Plan. An information system is established to facilitate this process under the H.E. the President’s policy “ICT in the province for effective and efficient governance without corruption”. This will help to implement a systematic process that ensures transparency and shall include all the officers working under the Central Provincial Council.

Thanks to the electronic accounting system in the Provincial Council, we can now maintain a good accounting system. This is evident from the fact that we have been awarded for 100% performance at the Parliamentary Accounts Committee Special Competition. I also hope to install an Electronic Personal File System in near future. In addition, a computer program has been installed to provide information on development activities in the province. I am grateful of the contribution made especially by the present Governor of Central Province, Hon. Lalith U. Gamage and all the former Governors, Chief Ministers, Members of the Provincial Council and all the officers of the Provincial Council from the minor staff to the Chief Secretary who have served from the date of its establishment to date for their contribution for the development of the province.
